Certificate of Substantial Completion - 280

This administrative form establishes the date of substantial completion of the work or a designated portion of the work for which an Owner may make unscheduled beneficial use of a project. This document must be signed by the Constructor (aka builder, general contractor, design-bid-builder, construction manager) and the Owner of the construction project and will trigger the release of retainage in accordance with the contract documents. This administrative form identifies items which the parties agree need to be completed or corrected before final completion.
